2010 ANNUAL MEETING MINUTES
Oregon Chess Federation Annual Meeting--Mt. Hood Community College September 6th, 2010 15:55 (3:55 p.m.) present Are Dave Yoshinaga, Richard Gutman, Mike Morris, Dale Wentz, Carl Haessler. Absent Secretary Daniel Gay.
Open seat for Member at large due to Karl Shoffstall resigning at previous meeting.

Treasurer's Report.

Report from delegate to USCF annual meeting, Carl Haessler. Membership prices for multi-year memberships will be going up. Single year memberships will stay the same. Shortening forfiet time to 30 minutes is under discussion by USCF. No change yet.
Discussion of issues surrounding USCF backing a candidate in FIDE elections. American based persons on both slates, legal actions filed in Switzerland to possibly disqualify certain candidates, certain national federations have not paid their FIDE dues.
Time control change/clarification for "delay" clock settings: no longer remove time when delay clocks are used, i.e., if advertised as game in two hours, 5 minutes will not be deducted for players using the 5 second delay as has been the standard in the past.
USCF made money this year but chose to write off a bad account receivable (ChessCafe.com) that they had been carrying for a number of years so shows formally as a slight loss for the year.
USCF has charted memberships against age and notes that the "Fisher Boom" members are starting to die off and the usual loss of teens coming into adult years falling away is changing the balance of adult to junior memberships. Discussion of ways to improve retention of Junior players as they come into adulthood.

Discussion of Bylaws regarding dichotomy of Junior Open/Denker Qualifier standards. Decision to allow Scholastic Coordinator to choose tournament which will act as Denker Qualifier and if necessary to designate representative (normally the highest rated qualified player) if no tournament is held by May 1st.

Tentative Schedule for OCF sponsored events for the coming year:
Junior Closed either Nov. 13/14 or December 11/12 depending on Scholastic Calendar
Junior Open March 19th
OSCF High School Championship April 1/2 (also Denker Qualifier?)
Closed Championship February 5/6 and 12-14th
Oregon Open September 4-6
Class Championships TBD
Announcement to be put out asking for bids for Class Championship and Oregon Open.

Report from Business manager of Northwest Chess. Budget is difficult. Average cost of $1300 an issue likely to go up with increased printing and postage costs. Little saving to be had with smaller issues. Discussion of having an assistant editor to help prevent burnout.
Discussion of money making possibilities, Garage sale, Rusty Miller has suggested that he may donate a large amount of chess books for a book sale, possibility of holding a National Open in Oregon (Senior Open, possibly over 3 day weekend November 11-13, 2011)

Election of Board members, all current members retaining their seats as there were no other nominations. Frank Niro was not present but has indicated that he would accept the open Member-at-large seat.

Vote to pay USCF delegate as provided for in by-laws.

Discussion of donation for prize fund for Grand Prix, to be continued at next meeting.
