Minutes

Annual Membership Meeting

September 6, 2009


The annual membership meeting of the Oregon Chess Federation was called to order at Mt. Hood Community College, Gresham, Oregon, at 3:33 p.m.


The following Board of Directors members were present: Dave Yoshinaga, Richard Gutman, Mike Morris, Dale Wentz, Tony Hann, Daniel Gay, and Karl Schoffstoll, and Carl Haessler, USCF Delegate.


Dave Yoshinaga presided and Daniel Gay recorded the proceedings of the meeting.


Treasurer Mike Morris presented the financial report. The OCF has $4205.77 in its checking and savings accounts. The good turnout at the Oregon Open in progress will add to that.


Mike Morris presented the bylaws changes concerning OCF-sponsored tournaments. These were ratified by the membership. The dates, time controls, and prize funds of these tournaments will now be subject to the discretion of the organizer.


Tournament Coordinator Dale Wentz presented the website report on behalf of the webmaster Tess Wentz. The web address for the OCF is now www.oregonchessfed.org. Tess is looking for content to put on the website – games, events, locations of chess clubs throughout Oregon, etc. Alex Grom suggested having a link to www.chessmeetup.com on the website. It was also suggested to put a list of the ICC handles of Oregon players on the website.


2010 OCF-sponsored Tournaments

OR Championship

The Oregon Championship will be held February 6-7 and February 13-15. The annual list will be used to determine the playing field.

OR Class

The low turnout at the Oregon Class Championships this year was at least partially due to the August heat; therefore, in 2010 Dale will try to schedule the OR Class in the spring. Alex Grom will talk to Galen Pyle about holding the tournament at Reed College.

OR Open

The Oregon Open will be held on Labor Day weekend as usual.

OR Junior Open

The Oregon Junior Open, which is also the Denker Qualifier, will be held March 20th at Valley Catholic Middle School.

Junior Closed

The Junior Closed will be held sometime between November and January.

Polgar Qualifier

The Polgar Qualifier will be held earlier than it was in 2009, probably sometime in the winter.


Northwest Chess Magazine

Northwest Chess Magazine is on a shoestring month-to-month budget and needs money badly. The magazine is asking for more advertisements. At the next Northwest Chess board meeting Dave Yoshinaga and Karl Schoffstoll will suggest that the magazine offer both an e-mail version and a paper version to subscribers. The paper version would cost the subscriber ten more dollars per year.


Fundraising

Dave Yoshinaga proposed organizing a national tournament. The membership was interested. Alex Grom volunteered as the chairperson of a committee that will research the possible national tournaments that the OCF could organize in 2011. Mike Morris and Andrei Botez volunteered to be on that committee as well. The committee will report to the OCF board in November or December. The OCF should contact Washington Chess Federation President Duane Polich about the possibility of co-organizing a national tournament.


New Business

David Hendricks from the Washington Chess Federation explained the online registration program that he developed and offered that the OCF could use it for its tournaments. He also suggested that the OCF run scholastic tournaments to raise money.

It was reported that Rusty Miller was asking about the Washington-Oregon match and the 2010 chess night at PGE park. PGE park would be a free site with plenty of room for a scholastic tournament.

Andrei Botez agreed to make a feedback form for the players in the Oregon Open.


USCF Delegates’ Meeting

USCF Delegate Carl Haessler gave a report from the USCF delegates’ meeting. Susan Polgar and Paul Truong had their memberships revoked.

Online dues are increasing from twenty-nine dollars to thirty-four dollars a year.

An update was made to the insufficient losing chances rule. If a claim is made, the tournament director should put a delay clock on the game and let play continue. If there is no delay clock available there are four rulings that the tournament director can make. The USCF is going to encourage playoffs between perfect-score finishers in tournaments.


There being no further business before the meeting, it was adjourned at 5:24 p.m.
